Why is the term Juvenile Delinquent offensive?

I was talking to a care worker who works with young crims, and I wanted to be polite and not call them any offensive term, so I said to him 'so you work with, ...erm.... juvenile delinquents then...', and he blew up asking if that was the best term I could come up with and that they were 'young people displaying challenging behaviour'.
